Smiths Falls is working on a policy that would clarify when community events receive municipal services at no charge and when organizers may have to cover additional costs.
The draft policy would create a framework for handling requests for Town staff, equipment, barricades, waste services and other support.
Staff say assistance that can be absorbed within normal operations could continue to be provided in-kind, while events creating significant additional costs could be subject to cost recovery.
Director of Community Services Stephanie Clark says a key issue is making clear that free services for organizers does not mean zero cost.
The policy would also require staff to discuss anticipated costs with organizers ahead of events and look for ways to reduce municipal expenses.
Clark told council the growing number of events is putting pressure on municipal operations, with employees being pulled away from regular duties.
Councillors generally supported creating a policy, but said more consultation is needed with service clubs, event organizers, police and neighbouring municipalities before it moves forward.
