A residential development proposal for 254 Lake Avenue West in Carleton Place is moving toward approval, with town staff recommending council approve draft conditions for the project.
The 0.48-hectare property, located across from Riverside Park, would be divided into seven parcels and developed with 20 residential units.
The plan includes two single-family homes, one semi-detached dwelling and four four-unit buildings.
Town planner, Niki Dwyer reminded council that they are only a commenting agency on the plan and that approval rests elsewhere.
Planning staff say the proposal is consistent with provincial, county and municipal policies promoting infill development and more efficient use of existing urban land. The project would achieve a gross density of about 40 units per hectare in an established residential neighbourhood.
Infrastructure upgrades would be required, including municipal water connections, sanitary servicing through a private pump station and improvements to stormwater management. The site has existing stormwater concerns, including potential surcharges. Councillor Linda Seccaspina was quick to point that latter item out.
Public comments have included concerns about parking and snow storage for the four-plexes. Staff say parking requirements are being met, while detailed snow storage plans will be addressed during the building permit process.
A cash-in-lieu contribution for parkland is proposed because of the site’s proximity to Riverside Park.
Council’s committee approved the draft conditions, which now must be ratified by council before being forwarded to the County of Lanark for final approval.
