Two Smiths Falls police officers have been placed on administrative duties following a June 7, 2025, arrest that was partially captured on video and shared on social media.
The incident happened around 11 p.m. on Main Street East and involved a woman who had been taken into custody.
After reviewing the video and initial findings, Police Chief Jodi Empey announced an “institutional conflict” had been identified, meaning another police service will now take over the investigation.
The decision follows Ontario Regulation 401/23, which requires a conflict of interest review in cases involving potential misconduct.
Empey stated that impartiality could not be guaranteed in this case.
Deputy Chief Chris Kettyle has been named the liaison officer for the investigation. Complaints can be made to the Law Enforcement Complaints Agency (LECA).
No further comment will be made until the investigation is complete.
The officers’ names have not been released.
