In March,the Province and the federal government announced the Canada-Ontario Partnership to Build fund of $8.8B for municipalities to create infrastructure to support housing growth. Eligible projects for the grant monies must start no later than July of 2030 and be completed by the fall of 2035.
Carleton Place staff reported to council that only two future infrastructure projects met all the criteria meaning if the Town received the maximum grant possible, it would only amount to $4.2M.
The application deadline is June 19,2026 and their is only one application intake. In order to be accepted for grant review, municipalities must commit to reducing their development charges (DCs) by a minimum of 30% for at least three years and be prepared to pay at least 10% of any project’s cost from their own revenue.
Staff calculated that a 42.2% drop in DCs would lower the rate on a single family home from $39K to $23K. This reduction would mean abandoning or delaying approximately $50.8M worth of infrastructure. Council’s committee voted overwhelmingly on June 9th to not apply to the program and to keep the Town’s DC’s at their current rate.
