A tie vote led to the defeat of a motion which would have seen the narrow strip of the town-owned utility easement in Perthmore be sold as individual plots to adjacent land owners.
Perth council have discussed at length this hot button issue for the residents of Perthmore, who have complained about people walking onto their property.
Pedestrians have also expressed concern with the lack of maintenance of the grounds.
