Smiths Falls has adopted the 20-year Waste Management Master Plan and have directed staff to explore all 11 recommendations included.
Dillon Consulting crafted the plan and their Kathy Raddon said the province is facing a landfill shortage.
One of the recommendations is moving to bi-weekly garbage collection, but only if a compost program’s in place, explains Public Works Director Paul McMunn.
Council opted to align the beginning of the plan in 2027, the same year the existing waste management contract is up for renewal.

All 10 recommendations are below and include:
1) Curbside organic waste collection (Town audits identified 25%-30% wet waste in
household garbage) – Proposed Weekly collection
2) Bi-weekly garbage collection – Proposed to be implemented when introducing
curbside organics waste collection
3) Reduce garbage bag limits – Proposed reduction from two (2) bags per week to two
(2) bags per bi-weekly collection contingent on the implementation of a curbside
organics waste collection program
4) Clear garbage bag use (to assist in audit assessments of recycling and organic
removal from household garbage)
5) Mattress recycling program
6) Implement re-use and repair programs (expand upon existing take back programs)
7) Expand backyard composting – administered through an enhanced promotion and
education
8) Continuance of waste composition tracking and promotion and education
9) Public space management strategy
10) Continuance of collaboration with Association of Municipalities of Ontario (AMO) and
other agencies for expanded Producer Responsibility and general modernization of
provincial waste reduction strategies
