A proposed update to Carleton Place’s Community Improvement Plan (CIP) is moving forward following a statutory public meeting held on March 24th.
The municipally driven amendments focus on expanding financial incentives, including higher grant amounts, adding more permit fee reductions, and extending affordable housing tax rebates from 10 to 15 years.
Grants for accessibility improvements will rise from the current $5K to $7,500. A new rebate is being introduced with a cap of $25K for new affordable housing construction. The types of permit fees applicable for CIP funding has also grown.
A new affordable housing feasibility rebate will offer up to $10K to cover up-front expenses related to evaluating the potential for affordable housing.
Development charge rebates for affordable housing will be removed from the CIP program as they’re now covered and provided through the Province’s Development Charges Act.
The changes head to Committee of the Whole on April 7, 2026
