An ongoing joint investigation is taking place at Earl Lake’s farm in Elgin, where multiple hound dogs have been seen chained up.
The Animal Welfare Services and Leeds Ontario Provincial Police are involved in the active investigation.
Earl Lake has a prior conviction for animal cruelty and is under a lifetime prohibition from owning animals since 2014.
That case was reported in 2012, and Lake was required to surrender his cats, dogs, and fowl, with permission to keep two horses.
A concerned neighbour made the call to police.
